” contracted soldier fallen while on duty defending the motherland”.

Therefore it is almost a sure thing.
This law has been further expanded to Decree number 45 onto the 25th of January 2023 ( go to decree page )
Here some critical procedures were laid out.
With in the law, the military unit should have already sent you these documents but in practice, they don’t send them. I believe this is due to poor time management skills and low personnel.
How to get the documents?
The law states that if you dont have them you can submit your documents as they are o the Teritorial center either in person or electronically.
However, in practice this will just stall you claim because it the Territorial Center will just stall the progress of the claim to their time management and probably low personalle.
. I’ll tell you a story.
“Around the beginning of 2023 I met a lady who had been waiting on an answer to her claim for over 10 months. No one has ever reach back to her since she has given the documents she has had to the Territorial Center at the beginning of 2022. I met her though a friend of the fallen soldier, so I said I’ll check it out see what has happened.
After research I understood that they have never progressed the claim because the territorial center in kiev is still waiting for the military documents from his unit.
After some more research, I understood that they were never formally requested.
So I reach out to the unit directly and requested the documents with urgency reasoning the fact of 3 year time-limit to make the claim”
The documents are
An extract from the order removing the deceased from the personnel list of the military unit
2. A document detailing the causes and circumstances of the servicemember’s death
(it must say that the soldier has died in line of duty defending the motherland, either in Death Certificate, Military Documents but for positive result it must say in both)
3. An extract from the personal file regarding the composition of the servicemember’s family;
( it needs to show what the soldier put as next of kin or person of contact in case of death)
4. A financial certificate.
Now the most effective way is to directly make a request to the unit which the foreigner has been a part of. That’s what I do, I make the research to understand in which city his battalion base is and communicate with Territorial Recrutiment centers from each town.
Or you can make a formal request to the General staff of the whole army and they will reply to you when they can.
Caution: they must have been stamped and also signed the report of the military unit must be by the commander of the whole unit and the financial statement must be signed and stamped by the financial director of the unit.
The report must contain the following details: died in the line on duty while defending the motherland ukraine, it also must contain his exact name and date of brith as in official documents
The law does state that the originals should have been sent to you. In practice that dosen’t always happen. If you have received soe original doxuments consider tourself lucky. Otherwise keep reading I will provide tou with solutions.
How to get the documents?
Ideally this shoud have been sent to to already, the law requires them you to have a original of this document and present to Teritorial Recruitment and Social Support Center.

The parents of my friends received only photocopies of death certificate, report of death ane eventhe official documents from embassy were photocopies.
So I had to directly communicate with all insitutions and request official and original documents, then i had to notarise and appstile some documents with the country of residence where parents are as well as ukraine.
Some documents are issued by Ukranian institutions only such as the death certificate.
The Death certificate can be re issued from almost every city in Ukraine where a Civil State Registrar Office is established , even if the first issued death certificate from occupied territories or war zones of Ukraine. “
The documents are
1.Certificate of Death. This is a very important document. It confirm that he has died while in Ukraine but not only that it will also confirm the circumstances of death.
It must say the deah occured IN LINE OF DUTY WHILE DEFENDING THE MOTHERLAND UKRAINE.
2. Certificate of Family Status. This second document is only for Ukranian readers. It is a document which proves and shows your family three.
This document for non Ukranian Citizens is issued only by your Country of Residence or Nationality.
Now the most effective way to get this documents is in person. You can get them on the same day as you have requested them, these are re-issued while you are inside the Govermental Institution State Register of Acts of Civil Status while you are filling a couple of forms and pay some fees.
Then they will check if they can give you these documents base on the documents you have with you that prove your relationshiop to the fallen hero in battle.
The documents from point 3 are necessary not only to get the above documents but to receive the payment of 15 milion Hryvnas but also prove your eligibility for the payment of 15 milion hryvnas.
Caution: the documents must have the seals of ukraine and all security features, they must include the exact name, date of birth of the fallen soldier as well as specific wording. “Death occurance in line of duty” “while defending the motherland

These documents are used to show your eligibility for the payment through documents proving your relation status to this fallen hero of Ukraine. They must be officialised in the country of issuing the document, translated Ukraine and officialised again in Ukraine.
How to know if you can get the payment of 15 Milion Hryvnas from the Goverment.
There is a large size of documents needed to procure to know if you can get the payment. Normally, if you are the Mom, Dad, Wife/ Husband, Kid or other Legal Dependad are the ones who can get for this payment of 15 Milion Hryvnas.

A. Birth Certificate of the Fallen Soldiers.
B. Passport of Mom and Dad of the Dead Soldiers. In case they are not alive anymore a Death Certificate is required.
C. A statement from the Mom and Dad. In case they are the applicants, they might need to confirm Family Tree.
D. Certificate of Marriage in case the Dead Soldier is married.
E. Passport of Wife / Husband.
F. Birth Certificate of a kid in case the foreigner has kids, if over 18 we need the passport as well depending on the country.
G. A statement from the Mom / Dad and Kid, in case the Kid is under 18 the statement on behalf of the Kid from Mom / Dad is required, in case the Mom / Dad is not the Legal Guardian of the kid we need a statement from the Legal Guardian.
H. Court order proving the Legal Guardian status. This Legal Guardian status could also be used in cases where the Mom / Dad, Wife / Husband or Kid of the Dead Soldier
I. Passport of Legal Guardian.
J. Other Dependents, adopted Kid / Brother / Sister and others of the Fallen Soldier. They are required to provide clear and consistent proof of the Dead Soldier supporting them in any measurable way as well as, it may be necessary a court order which proves you are a Legal Dependent of the Dead Soldier.
Now the most effective way to get these documents is literally to get them from the institution and country that procured them the first time.
The most effective way to offcialise this documents is totally depended upon your countries requirements and relationships with Ukraine. That is why is critical to communicate with both Ukranian and from the Country of issuing the documents officials.
Caution: Please be aware all documents once they are Signed and Stamped as true in your country they will need to be translated and then Signed and Stamped as true again in Ukraine.
